Hanley reports1 that the State Department’s senior climate negotiator and special representative to COP13 said the United States won’t commit to mandatory caps at the U.N. climate conference. How can the United States government be so out of kilter from the other participants and its own people?

The Bush Administration is out of kilter with other countries by being the only major industrial country to have rejected Kyoto and its obligatory targets. U.N. climate chief, Yvo de Boer, is hopeful for a fresh start by the United States under a new president that is less resistant to binding international cooperation to mitigate climate change.

The Bush Administration is out of kilter with its own people because it continues to act counter to the advice that there still may be time to stop the worst of climate change, which will have disastrous consequence for the American people as well as other populations throughout the world.
